Under the EU AI Act, yes.
Anyone can.

You do not need to be audited, investigated or singled out. One complaint from a rival bidder or an unhappy client, and you may be asked to produce your records.

​What state are your records in ?

Most organisations would find it difficult to produce them today. Not through carelessness, but because nobody realised they had to keep records, since the summer.

There are fines in place for breaches and they are not small. ​
​
A transparency breach is a €15 million fine, or 3% of global turnover.
There is a second, separate penalty of €7.5 million for handing a regulator incomplete or misleading information in the scramble after the request lands.

Hi Reader! Someone asked me to ring them back in half an hour last Friday. So I did a few small jobs first, felt the time was up, reached for the phone, and only fifteen minutes had passed.
